Key words: innovative territorial cluster, the university as the cluster kernel, innovative environment, human capital, business incubator.
The questions that are strongly connected with the current state of oil branch and its clustering are brought up by the authors of the article. Among all possible forms of the process of clustering the authors choose an innovative territorial cluster, where technical university is the kernel of the whole system. Within the touched issue questions connected with development of the human capital in innovative economy are considered.
